Small business contractors continue to play an important role in helping federal agencies to respond during the COVID-19 pandemic. Opportunities remain available for small businesses to bid on contracts and contribute to the mission of agencies.

This month, the focus is on celebrating the strength and resilience of the veteran and military small business community, as we welcome guest presenter Catalina (Cathy) Fernandez, Small Business Specialist within the NCO 22 Network Contracting Office, U.S. Department of Veterans Affairs (VA) since September 10, 2001.

Ms. Fernandez has been a faithful small business advocate and professional contracting officer, starting her career in contracting with the Department of the Interior, Bureau of Land Management over 40 years ago. Before accepting the position of Small Business Specialist, Ms. Fernandez was the Supervisory Contract Specialist for the El Paso VA Healthcare Clinic. Prior to her tour with the VA, she was a purchasing agent/contracting officer at the Bureau of Land Management office in Las Cruces, New Mexico and assisted on an interagency emergency support group supplying purchasing and contracting support during wild fires and national disasters throughout the United States until September 1993 when she left the government for a number of years to attend the University of New Mexico Law School in Albuquerque, New Mexico. She then pursued her law career with the U.S. Attorney’s Office and the Chapter 13 Trustee’s Office among other private law firms before returning to federal service.

 

Ms. Fernandez left the private legal sector and returned to the federal government to work for the Department of Veterans Affairs and assist the Veterans of this nation. She believes this is where she belongs as she feels honored and is committed to supporting the veterans in her daily work. Ms. Fernandez works closely with the local VA acquisition professionals to ensure special attention to small business concerns and other socio-economic groups.

She was awarded the 1st Annual National Small Business Specialist Award by the VA OSDBU Office at the National Veterans Conference in New Orleans August 2011 and in 2013 received a Commendation from Secretary Shinseki. In 2014, Ms. Fernandez received the 2014 Small Business Champion of the Year Award from the local El Paso Small Business Administration office.
